The technology is narrower than this week's uproar suggests. What has gone unexamined is who now owns the platform, and how the city defines a call handled correctly.

A screenshot moving through New Orleans social feeds this week says the city has started using artificial intelligence to "analyze and prioritize" 911 calls. The phrasing has alarmed people who read it to mean an algorithm now decides whose emergency matters. The reality is narrower, and the parts that deserve scrutiny sit somewhere else.
Here is what the system actually does. FOX 8 reported in July that the Orleans Parish Communication District, the agency that answers 911 for Orleans Parish, uses an AI agent only in one situation: when a caller dials in from within about 200 meters of a car accident already logged in the dispatch system. Executive Director Karl Fasold told the station the agent asks whether the caller is reporting that known crash. If help is already moving, it says so. If the caller was involved or has new information, they stay on the line. Everyone else can hang up.
It is duplicate-call handling for one category of event, not a machine ranking the severity of unrelated emergencies. According to figures the district gave IBTimes, for every 20 calls about a single crash, the AI now handles 15 to 18.
That distinction matters, because it separates a real accountability story from a frightening misreading. But narrowing the claim does not retire the questions. It sharpens them.
Who owns the platform now
The tool was built with Carbyne, an emergency-communications software firm. OPCD announced the partnership in 2023 and rolled the triage feature out that year.
Carbyne is no longer an independent vendor. In November 2025, Axon, the company best known for the TASER and for police body cameras, agreed to acquire Carbyne in an all-cash deal valued at about $625 million. Axon's own shareholder letter says the acquisition closed in the first quarter of 2026. The product is now branded Axon 911.
So the platform routing some New Orleans emergency calls sits inside one of the largest law-enforcement technology companies in the country, next to its evidence-management and real-time-operations software. FOX 8 reported the city pays roughly $600,000 a year for the contract that includes the triage system.
The questions that follow are not hypothetical. What caller data does the platform capture during these interactions. How long is it kept, and where. Who inside the combined company can reach recordings or transcripts of New Orleans 911 calls, and under what terms. None of that has been set out publicly since the ownership changed.
The agency says it checked every call. It has not said what counts as getting one right.
What "processed properly" means
There is a second gap, and it is about measurement.
An OPCD spokesperson told IBTimes the district audited every AI-handled call during the trial and that 100 percent were "processed properly." The district did not say what standard defines a call processed properly.
That is not a small omission. A call can be brief and still be handled wrong: a caller with new information waved off, an accent or a street name misread, background noise taken for a misdial. "Processed properly" is the whole claim of safety here, and right now it is a phrase without a definition.
Fasold has been candid that the system took work to reach this point. He told FOX 8 the AI trained on three months of real calls to learn local speech, and that New Orleans pronunciations gave it trouble. That is a fair account of building the tool. It is not the same as an independent measure of how often it gets a live call right.
A pattern worth watching
This is not the district's only move toward automation. NOLA.com reported in the spring that OPCD plans to route some non-emergency 311 calls to AI as well. The stakes there are different, and the two systems should not be treated as one.
Taken together, though, they point at a question a viral screenshot cannot answer. Public-safety agencies in New Orleans are adding automated systems faster than the public record explains them. The technology may be sound. The case for it may be strong. What is missing is the part that lets residents check.
